Blacklisting for failure to perform contractual obligations (Rule 19(1)(b)) shall be initiated:
Immediately upon breach
After exhausting the forum of arbitration, where such provision exists in the contract
After one year of breach
Only with the approval of PPRA
A blacklisted bidder engaged in an ongoing public contract:
May continue only with PPRA approval
Is automatically released from the contract
Shall be bound to perform its contractual obligations, at the option of the procuring agency
Must be terminated immediately
